-Only jounin and up will command scrolls

-jounin-allowed 1 scroll summon
-A.N.B.U-allowed 2 scroll summons
-special jounin-allowed 2 scroll summons
-Sannin-allowed one of the three summons (snake, slug, or toad)
-kage-4 scroll summons
-clan leader-4 scroll summons

*this is the limits for summons unless you have a bloodline or ability that allows you to do otherwise...
